Hello everyone!

This is quite important message for anyone who want's to build packages for DeLi(cate).
From now the makepkg script skips the runtime dependency check. Only the buildtime dependency check is active.

The previous behaviour was inherited from Arch Linux and I believe it was incorrect in principle.
Only buildtime deps should be checked in the build phase (RPM-based distributions like Fedora or Mageia check buildtime dependencies only). Unfortunately this major change makes almost all DeLi(cate) sources invalid. Anyway, all of them will be fixed during the mass splitting to main package and devel subpackage.
